
A bloke rang me last month wanting to know if the safe he’d bought off a pallet sale was “AS 3809 rated.” He had a sticker on the door that said so. No certificate, no test number, nothing. Just a sticker. That conversation happens more than you’d think, and it’s the reason I wanted to write this one properly.
Here’s the blunt version. There is no independent Australian body that physically attacks safes, times the breach, and issues a certificate the way UL does in the United States or the European testing houses do under EN 1143-1. We have a standard. We don’t have a local lab doing the testing at any real scale. That gap matters more than most buyers realise, and i’ve watched people get burned by it, sometimes literally.
What AS 3809 actually says #
The relevant document is AS 3809-1998, Strong-room doors and security containers. It’s a real Standards Australia publication, and it sets construction and performance benchmarks for safes and strongroom doors sold here. It’s not nothing. But a standard on paper is not the same thing as an accredited body testing every model that claims to meet it.
In the US, UL runs its own attack labs and issues a listing you can actually look up. In Europe, testing houses under the EN 1143-1 framework do live burglary-resistance testing and assign resistance units, which is where most of the cash ratings you see quoted in Australia originally come from. Australia doesn’t run an equivalent domestic programme. Standards Australia writes and maintains the document, full stop, they don’t test individual products against it. You can read their own published scope of work at standards.org.au and it’s clear enough, they’re a standards development body, not a product certifier.
So who’s checking anything? #
Short answer, mostly nobody local, and that’s not a criticism of any one player, it’s just how the market formed. Most safes sold in Australia are imported, and the manufacturer’s home-country test certificate travels with the product. A safe built in Italy or the UK might carry a genuine EN 1143-1 cash rating from a European test house. A safe sourced through the US supply chain might carry a UL TL rating. Both can be legitimate. The problem is when a local reseller slaps “AS 3809 compliant” on a unit that’s never seen an Australian test bench, because frankly there isn’t one to send it to in the first place.
ASIAL, the Australian Security Industry Association, accredits installers and security companies and does solid work around competency and conduct, you can see their scope at asial.com.au. But accrediting an installer isn’t the same as certifying a vault door’s steel thickness or its resistance time under attack. Different job entirely.
Cash ratings and TL ratings, and where the confusion starts #

The short version for this article is that both ratings originate overseas, from real test regimes, but the number on the spec sheet only means something if the specific unit you’re buying was actually tested, not just built to a similar spec as one that was.
I’ve opened safes on jobs where the door plate said one rating and the internal construction didn’t match anything close to it. Not fraud necessarily, sometimes it’s a batch variation, sometimes it’s a supplier reusing old marketing copy across a model range that’s since been cheapened. Either way, the customer had no way to check it themselves, because there’s no Australian register they could look the model up against.
What this means when you’re actually buying #
My honest opinion, and I know some in the trade won’t love me saying it, is that the absence of a local testing body has let a fair bit of soft marketing slide through unchallenged for years. “Fire rated” and “burglary resistant” get used loosely on units that would never survive an actual attack test, and because there’s no Australian lab standing behind the claim, nobody’s really policing it at the point of sale.
What I tell clients now is simple. Ask for the actual test certificate, not the sticker, not the brochure. Ask which lab issued it and when. If it’s a genuine EN 1143-1 or UL certificate, the manufacturer should be able to produce it or point you to the test house’s own published listing. If nobody can produce paperwork past a marketing PDF, treat the rating as a guess.
This matters more for people storing actual value than for the household document safe. If you’re working out how big a safe you actually need for your collection, the size question is only half of it, the rated resistance is the other half, and it’s the half most buyers skip because it’s harder to verify.
Where insurers fit into this, and where they don’t #
Insurers will often specify a minimum cash or content rating in a policy schedule, and that’s a separate conversation from anything Artwork Security handles, we don’t sell or arrange insurance and this isn’t legal advice. But it’s worth understanding that under the Insurance Contracts Act 1984, section 54, an insurer generally can’t just deny a claim outright because a safe fell short of a listed rating, they need to show the shortfall actually caused or contributed to the loss. The panic room and strongroom angle #
Same gap shows up when clients ask about panic rooms and strongroom-grade doors. There’s plenty written on what a genuine panic room build actually costs, and the honest answer is the cost swings hard depending on whether the door and frame you’re buying actually carries verifiable test data or just a confident sales pitch. I’ve quoted two jobs in the same month, same suburb, wildly different prices, and the difference came down to one supplier having real EN certification behind their door and the other having none at all.
What I’d like to see change #
Reckon Australia’s overdue for either a domestic testing lab or a formal reciprocal recognition scheme that clearly maps overseas certificates to local buyer expectations, something buyers can actually check against a public register. Until that happens, the responsibility sits with the buyer to ask hard questions before money changes hands, and with reputable suppliers to keep producing the paperwork without being chased for it.
